Although Zenitsu eventually does become as powerful as the Hashira and completes the majority of the training, he never actually becomes a Hashira himself.
As you can see, Zenitsu story is written out and he does not become the Thunder Hashira in the manga. It is interesting to note that Zenitsu certainly would have succeeded Jigoro as the Thunder Hashira, had the Demon Slayer Corps not disbanded after Muzan Kibutsuji’s defeat.
There was no reason to promote any other Demon Slayer to a Hashira rank with the disbanding. The manga ended with the demon corps disbanding due to demons no longer being a threat. Zenitsu does not become a hashira by the end of demon slayer.
Tanjiro Kamado does not become a hashira / pillar of the Demon Slayer corps. In the final chapter of the manga, he defeats the Demon King, Kibutsuji Muzan thereby eliminating all the demons, and in extension eliminates the need for Demon Slayer corps and Hashiras altogether.
