As to why shows go for 12 or 13 episodes, it’s generally something the anime production companies decide early on in creating an anime (a few months prior to the show airing). Different studios and shows will have their reasons, but either way, there we are.
This is known as “free footage”, when you re-use the existing storyline footage, and piece together an episode. It saves money, and time. The Producers and Editors just need some sort of cover story, where the characters need to re-tell their origins, or re-state their need for revenge.
